Emergency Operations Centers (EOC):

 

It is important that utilities understand the process to request materials such as PPE and to get on EOC lists early if you think you need PPE materials.  Here is the process for New Hampshire:

New Hampshire’s Homeland Security and Emergency Management (HSEM) is charged with overseeing the state-level planning, preparation, response to, recovery from and mitigation of all emergencies and disasters. This includes natural disasters such as hurricanes, floods and severe winter storms, and human-caused disasters, such as nuclear power plant accidents or chemical spills.

 

  1. Reach out to request help from your town’s EOC coordinator. Each town should have an Emergency Operations Center coordinator that serves as the main contact between HSEM and the town. This contact person is typically the police or fire chief. They may refer you to reach out to your ESF-8 or ESF-12 contact, see below.
  2. If you are unable to figure out who your town’s EOC coordinator is then you may call the HSEM state office for assistance, contact information below.

 

The two Emergency Support Functions (ESF) that New Hampshire Utilities need to utilize during the COVID-19 outbreak are ESF-8 and ESF-12.

 

ESF-8 (Health and Medical) addresses public health and medical service concerns during disasters or other emergencies. ESF-8 is in charge of all COVID-19 related PPE requests. For all requests, please contact the number below.

 

ESF-12 (Energy) coordinates with utilities and related governmental and private organizations to provide information for state-level assessment, response and recovery operations related to fuel shortages, power outages and capacity shortages that may impact New Hampshire. The Public Utilities Commission (PUC) is the lead contact for all ESF-12 related emergency requests.
